Phillipps and Westermann Named to the Commission
A top-ranking police officer from Parsippany and a behavior specialist for the Division of Development Disabilities (DDD)have joined the Human Relations Commission. Paul O.Philipps is Deputy Chief of the Parsippany Police Department. A32-year veteran of the departmenrt, he has worked with youth in efforts including D.A.R.E. and in the department's youth services division. He has also worked in other divisions, among them planning and research, investigative and internal affairs. Most recently, Philipps he was s commander of the investigative division. He is a graduate of the County College of Morris, holds a bachelor’s and master’s degree from Fairleigh Dickinson University and graduated from the West Point Leadership and Command Institute. Philipps has received many honors, including command citations, a unit commendation, an award for exceptional duty and a medal for meritorious service. He also participates in the annual Police Unity Tour, a bike ride from New Jersey to Washington, D.C., that honors fallen police officers and gives assistance to their families. Karin Magdalena Westermann has been with the DDD since 2002. She serves as chairperson of the Human Rights Committee for the Northern and Central Regions and is liaison between DDD and Greystone Hospital. Ms. Westermann holds a bachelor’s degree in labor relations from Rutgers University and a master’s in counseling psychology from Seton Hall University. She is a licensed professional counselor, Board of Marriage and Family Therapy.
